Once in the Constitution the amendment stays. You can cancel out an amendment with another amendment, such as Amendment 18(prohibition) and Amendment 21(repealed Amendment 18). So yes, you're right, if they decided to p an amendment canceling amendments 13,14,and 15, we could bring back slavery. Now, laws ped by the federal government can be unconstitutional, and unless they repealed the 10th amendment. technically a state wouldn't be obligated to follow said law.
