Question about debt settlements and letters of validation...?

A collection agency contacted me about a debt that is over 5 years old that I don't even recall. They offered me a settlement, but I chose to ask them for vertification of the debt. The person I spoke to them made it sound if the debt was indeed mine, they wouldn't offer me a settlement after the validation. What steps can I take next?
