Are there areas where trout fishing is illegal?

Ok, I'm a resident of TN and I'm about to get my annual fishing license with additional trout stamp. I was wondering if I need any additional licenses to use artificial bait etc... and if there are places where it's illegal to fish for trout period. One example is the Little River in Townsend, TN. I read online somewhere that you can't, but I wasn't sure if that was pertaining to out of state license holders or everyone. Any rules and regulations or extra licenses needed if I'm a resident and get my annual fishing license + trout stamp?
